Frederick Fey has more than three decades experience as an entrepreneurial health care leader. During that time he has led the development of several companies, including three successful Medicaid managed care startups, and developed initiatives that have changed the healthcare marketplace.
As Senior Vice President for Strategy and Business Development of HealthCare USA, Fred helped launch this profitable start-up into a multi-state, 115,000 member HMO in less than three years. The Florida plan achieved NCQA certification and the No. 1 state quality rating. HealthCare USA was sold to publicly-held Coventry Health Care.
Fred also led the start-up of Family First Health Plan for the University of Chicago, serving as president and CEO. Family First enrolled 22,000 members in the first year of operation in a mature market, going from the 16th to the 3rd largest Medicaid plan in Chicago. This plan was acquired by Harmony Health Plans. These health plans were profitable due in part to innovative strategies involving key partnerships, unique benefits and the desire to improve the lives of their members.
A graduate of the University of Florida, Fred also helped found the national retail preventive screening company, HealthScreen America, and BioQube, one of the first databases of individual test data to analyze and predict major diseases.

Lucia Rosenberg Hecht has led numerous managed care and health care start-up organizations, including products related to Medicare, Medicaid, preventive medicine, disease management and international medicine. She specializes in strategic planning, new product development, operations, expansion and marketing.
Lucia has held top level management positions for much of her career, most recently as Senior Vice President of Product Development for U.S. Preventive Medicine, where she led the development of the online product and client prevention services. She also served as Vice President for Managed Care at U.S. Physicians (physician practice);
Vice President of Planning and Development at Greater Atlantic Health Service (commercial, Medicare and Medicaid HMO); and Vice President of Operations for the Eastern Region at the National Health Screening Council. In addition, she led the Educational Institute of Philadelphia International Medicine.
Lucia has been a guest speaker as well as program director for numerous national and international seminars and conferences. In addition, she served as an editorial board member for the American Journal of Medical Quality and as a board member of various health and community organizations. She earned an MBA from Villanova University and bachelor’s degree from the University of Pittsburgh.

Over the last twenty years, beginning with his role as Chief Financial Officer and Controller of Walter Reed Army Medical Center, Chandler successfully lead large healthcare organizations to financial success. His experience expanded as he worked for GE Capital as a Six Sigma Master Black Belt focused on integration of Mergers and Acquisitions.
Next, he led numerous Third Party Administrator (TPA) companies that focused on everything from commercial health plans to government plans such as Medicare, Medicaid and Accountable Care Organizations. He has a strong understanding of government regulations and has worked closely with the Center for Medicare and Medicaid Innovation as well as the Agency for Healthcare Administration.
Chandler has served in executive leadership positions with Fortune 500 companies such as GE Capital, InGenix, WiPro (HealthPlan Services) and Optum (CareMedic). He became Chief Executive Officer of First Service Administrators, which was sold to Trident Capital.
Prior to helping found Star, he was president of MedSave USA and president and CEO of its sister company, First Service Administrators, which became the fastest growing mid-market TPA in the eastern United States. He also served as Executive Vice President of Operations and Implementations at Ingenix (CareMedic Division), leading the company to its best year since it was founded and overseeing 3 major software platform builds.
As an equity owner and EVP of Operations and Business Development for HealthPlan Services, Chandler led numerous successful efforts, including overseeing a portfolio of insurance products for 30,000 veterinarians and procuring multi-million dollar HMO contracts with national companies such as AIG, Cigna and Nationwide.
Chandler served as President of the Board of Directors for First Service Administrators, Inc., as well as on the boards of MedSave USA and Cognet HRO. He was a Captain in the U.S. Army and earned a bachelors in management from Tulane University and a MBA from University of Maryland & Monmouth Universities.

With extensive experience in all phases of marketing and communications, Kathy Fleming is responsible for developing and executing programs that ensure key audiences understand and are compelled to use the products and services being offered. She has launched, implemented and led branding and marketing programs at numerous health care organizations, including: HealthCare USA, which quickly grew to 85,000 Medicaid members in Florida and Missouri; University of Chicago Family First Health Care, a Medicaid health plan that surpassed competitors in a mature market to become the third largest plan; HealthScreen America, a retail preventive screening company that gained extensive national attention and was featured on every major nightly news broadcast; and U.S. Preventive Medicine, a national disease management company. She also directed communications for the University of Florida Physicians Group and co-developed the UF Consultation Center, a service for referring physicians to obtain clinical consultations and arrange referrals. She has earned numerous awards.
Kathy began her career as a reporter at two Florida newspapers after earning a degree in journalism from Florida A&M University. She also earned accreditation and Certified Public Relations Counselor status from the Florida Public Relations Association. She has taken coursework in Internet marketing from the University of San Francisco.

Steven M. Chamberlain serves as general counsel. He earned a bachelor’s degree in economics from the Massachusetts Institute of Technology as well as a J.D. and masters of laws in taxation from the University of Florida. Admitted to the Florida Bar in 1978, he specializes in taxation, commercial transactions, estates and trusts. In 1982 he was named Executive Council Member of the Taxation Section of the Florida Bar where he serves to the present. During this time, Steve founded and served as Co-Chairman the Bankruptcy Tax Committee. He is also a former chairman of the Specialty Tax Committee and former president of Alachua County Estate Planning Council.
Steve is a frequent legal education lecturer and has authored several articles in the Florida Bar Journal. Topics for these articles have included year-end income tax planning, pre-bankruptcy tax planning, IRA tax planning, trust accounting, stockholder agreements, and estate and probate tax planning.

Dr. Ashrah Affan is a leading board-certified pediatrician in the state of Florida and the co-founder of Star Global Health. He is also the founder and medical director Angel Kids Pediatrics, the largest pediatric practice in Northeast Florida. Angel Kids Pediatrics has been awarded prestigious recognition by the NCQA Patient-Centered Medical Home Program.
Dr. Affan completed his pediatric residency at the Nassau University Medical Center in New York, a major affiliate of State university of New York, where he received the Beth Seaton award for Resident of the year in 2001, and served as the Chief Resident in 2002.

Tom Dolsak has more than 20 years in the healthcare and insurance industry. He is the Founder and President of a strategic healthcare consulting company focused on optimizing employer provided health benefits. He works directly with employers, health systems, consultants and healthcare companies. Tom was President of Healthcare Strategies, a national medical management healthcare technology company where, for five years, he stabilized operations, solidified the client base and created unprecedented growth through disruptive innovation.
Tom started his career in the United States Army. Serving as a combat medic and nurse, where he specialized in surgical intensive care and cardiovascular surgery. Leadership roles have been consistent throughout Tom’s career, serving at WEB-TPA, the Dallas-based administrator and provider of proprietary technologies within the benefits industry and at Gentiva CareCentix where he was an integral part of the early development of their medical management solution. He has held C-level positions for companies focused on population health, provider contracting, healthcare administration and data solutions for self-funded employers, health systems and government agencies.
Tom speaks regularly at industry events, most recently at the International Foundation of Employee Benefits and Nation Labor Coalition. He has served on the board of the Health and Welfare Trust for the Saint Lucie County Fire District and the Healthcare Advisory Board for the Saint Lucie County School District. He has a nursing degree from the United States Army and graduated from Northeastern University with a Bachelor of Science in Health Management.
